I don't drain them. I leave them full of water that is quickly displaced on the next run.
But a small weep hole could be added to the side of the cup to allow the cup to drain. I don't see it affecting the performance of my system as my reflux volume is quite large with an 8" column.
@RedDoorDistillery, the way that you welded the cup to the tubes was the way that I thought of offsetting to reduce the chance of vapor going up the tube.

I did use the cup drains, with the offset cups but only to drain the cups. I did not include the plate drain hole in the downcommer tube.
I am replacing these valves with bubble caps because in testing they would sometimes stick open
