what do you mean with rate? Gram per Liter? Weeks?
I would try several jars with different amount of wood and different time. We recommend 5 - 20 g/liter at 5 weeks. More or less.
My customers use about 5g for their brandy, but I am not completely sure how many weeks they let it sit in the jars. It depends on the product

you will not need a year. at least not for the oak.
I'd shoot for your desired color Pa. Once that is achieved, transfer to glass with some head space.
Best make sure to sample accordingly so that your desired flavor profile matches up optimally with your desired color profile.

@Smaug, Would 1 stick per gallon be a good starting point? Shoot for color from that point?
I feel like that would be very safe Pa.
