So I'm looking at my current system where right now my ceiling isn't high enough to allow any more plates and I start wondering whether putting any packing into the 8" to 3" reducer above the dephlegmator makes any sense. I'm torn as to whether its even worth trying.

Packing requires reflux to induce separation. There will bit a bit of passive reflux close to the walls but it might end up adding more complexity to your system for not that much benefit.
